Roughly translated as "people own the water". This in undoubtedly a reference to the 2001 Cochabamba Water War.
Manfred Reyes Villa is the former mayor of Cochabamba and runner up of the 2009 presidential election with 27% of the vote. Perhaps discerning the impending corruption charges, Reyes Villa recently absconded to Miami. His especially vexing role in the 2000 Cochabamba Water Revolt has brought about a sense of public hostility and odium.
I was initially bemused when I came across this inscription. After a bit of research, however, it turns out its just a line from an Aerosmith song.
